Suspicious matter reports (SMRs) are integral part of Australia’s AML/CTF regime to protect against money laundering, terrorism and other serious organised crimes. Yet in 2024, almost 90% of non-bank lenders and financiers did not report a single SMR and almost 89% of businesses said they had no high-risk customers at all.

As a result, AUSTRAC has flagged concerns with what it believes is serious under-reporting. Further, it has raised concerns about the ability of reporting entities to identify and manage their high-risk customers and customer transactions.
